AT safety proposals

AT has proposed a number of changes to roads in Mission Bay to try to improve pedestrian safety.  Their initial approach was very clumsy at best, not putting forward any justification and presenting it as almost a done deal.

We pushed back firmly, talking to the Mayor and Desley Simpson, our Councillor, and also to the AT CEO Shane Ellison.  As a result, the proposal was withdrawn and a new proposal developed with the support of a working group including representatives from our Residents' Association, the Business Association and Orakei Local Board.

A new plan was consulted on and has recently been built. While not perfect, the new layout eliminates many of the negative features of the original proposal, and adds a full 2-way cycle path. Detailed plans can be seen here.

​At the time of writing, while construction has finished, there are several issues that we are not happy with, and we are compiling a list of issues for AT to work through.

The MBKRA have written to the OLB advising that several of the traffic islands in this new traffic layout remain unfilled and unplanted, which are unsightly and have the potential to cause injury to pedestrians.  We have now been advised these traffic islands will be filled and properly planted in May 2023 to complete this project.

Post-construction review

AT have completed the construction and there have been a few months to see how the changes work in practice.

We are still evaluating the impact of the changes. On the one hand we have a new separated cycleway and some safety improvements, but on the other we now have more disruption whenever cars try to park or turn into the parking lots. We are also concerned that it is confusing at the start and finish points of the cycle paths.

Submission on revised proposal

In December 2020, AT revised the design and asked for feedback from the community. We held a public meeting to present the new plan and to invite questions and comments. As a result of feedback received, we made a submission to AT, broadly supporting the plan, but asking for some changes to make it more practical. We also queried whether this was the right time for such a project to proceed given that the Auckland Council has a substantial fiscal hole in their budget. 30 km/h speed limit for Mission Bay and St Heliers

We have just been advised that Auckland Transport's Board has voted to impose a 30km/h speed limit on Tamaki Drive through Mission Bay and St Heliers, as well as the northern ends of Atkin Ave and Patteson Ave.  This is part of a city wide review of safe speeds for both town centres and rural roads.

The process that arrived at this is completely independent of the Safety Improvement project for which we are on the Working Group with AT, although it is far from clear that it should be treated separately.  Regardless of the speed restrictions, we will be working to ensure we do not get stupid outcomes such as 11 new pedestrian crossings imposed on us.

The reduced speed will go into effect either in November 2020 or June 2021, depending on whether we are in the first tranche or not.

Traffic engineer appointed

Auckland Transport has now appointed a Traffic Engineer, Dr Glen Koorey of ViaStrada, to review the traffic risk profile for Mission Bay.  His job is to identify any points of excessive risk which might be considered for an engineering solution.  Hisa job is NOT to determine the engineering solutions required, merely to identify whether there are any risks which should be assessed to see whether an engineering solution might be appropriate.

​His report will be provided to the Working Group to discuss and determine whether any engineering solutions are required, and if so, what solutions might work best. The Mission Bay Kohimarama Residents Association is represented on this Working group, along with the Mission Bay Business Association, the Orakei Local Board, and the Orakei Ward Councillor.  We are confident that the Working group can come up with practical and common-sense solutions that improve the situation for all road users, balancing the needs of pedestrians, cyclists and motorists.

Update as of September 2019

As of September 2019, AT has engaged an independent traffic engineer to assess the data and identify any points of elevated risk.  This study is due back in October.  The working group will then determine whether any changes are justified, and if so, what they should be.  It is likely that we will end up with a couple of new pedestrian crossings and maybe some mid-road pedestrian refuges, but we are confident that we can improve pedestrian safety without slowing traffic along Tamaki Drive.

It is important to note that this project scope does not cover the proposal to reduce Tamaki Drive speeds to 30km/hr through Mission Bay.  We are not entirely happy about that, but it is a separate project under separate consideration.
